Climate proofing the Netherlands.

This paper examines the topic of financing adaptation in future climate change policies. A major question is whether adaptation in developing countries should be financed under the 1992 United Nations Framework Convention on Climate Change (UNFCCC), or whether funding should come from other sources. We present an overview of financial resources and propose the employment of a two-track approach: one track that attempts to secure climate change adaptation funding under the UNFCCC; and a second track that improves mainstreaming of climate risk management in development efforts. Developed countries would need to demonstrate much greater commitment to the funding of adaptation measures if the UNFCCC were to cover a substantial part of the costs. The mainstreaming of climate change adaptation could follow a risk management path, particularly in relation to disaster risk reduction. 'Climate-proofing' of development projects that currently do not consider climate and weather risks could improve their sustainability.

Financing climate change adaptation.

Waterfronts are attractive areas for many-often competing-uses in New York City (NYC) and are seen as multifunctional locations for economic, environmental, and social activities on the interface between land and water. The NYC waterfront plays a crucial role as a first line of flood defense and in managing flood risk and protecting the city from future climate change and sea-level rise. The city of New York has embarked on a climate adaptation program (PlaNYC) outlining the policies needed to anticipate the impacts of climate change. As part of this policy, the Department of City Planning has recently prepared Vision 2020: New York City Comprehensive Waterfront Plan for the over 500 miles of NYC waterfront (NYC-DCP, 2011). An integral part of the vision is to improve resilience to climate change and sea-level rise. This study seeks to provide guidance for advancing the goals of NYC Vision 2020 by assessing how flood insurance, flood zoning, and building code policies can contribute to waterfront development that is more resilient to climate change.

Flood-resilient waterfront development in New York City: bridging flood insurance, building codes, and flood zoning.

The devastating impact by Hurricane Sandy (2012) again showed New York City (NYC) is one of the most vulnerable cities to coastal flooding around the globe. The low-lying areas in NYC can be flooded by nor'easter storms and North Atlantic hurricanes. The few studies that have estimated potential flood damage for NYC base their damage estimates on only a single, or a few, possible flood events. The objective of this study is to assess the full distribution of hurricane flood risk in NYC. This is done by calculating potential flood damage with a flood damage model that uses many possible storms and surge heights as input. These storms are representative for the low-probability/high-impact flood hazard faced by the city. Exceedance probability-loss curves are constructed under different assumptions about the severity of flood damage. The estimated flood damage to buildings for NYC is between US$59 and 129 millions/year. The damage caused by a 1/100-year storm surge is within a range of US$2 bn-5 bn, while this is between US$5 bn and 11 bn for a 1/500-year storm surge. An analysis of flood risk in each of the five boroughs of NYC finds that Brooklyn and Queens are the most vulnerable to flooding. This study examines several uncertainties in the various steps of the risk analysis, which resulted in variations in flood damage estimations. These uncertainties include: the interpolation of flood depths; the use of different flood damage curves; and the influence of the spectra of characteristics of the simulated hurricanes.

Low-probability flood risk modeling for New York City.

In the aftermaths of Hurricanes Irene, in 2011, and Sandy, in 2012, New York City has come to recognize the critical need to better prepare for future storm surges and to anticipate future trends, such as climate change and socio-economic developments. The research presented in this report assesses the costs of six different flood management strategies to anticipate long-term challenges the City will face. The proposed strategies vary from increasing resilience by upgrading building codes and introducing small scale protection measures, to creating green infrastructure as buffer zones and large protective engineering works such as storm surge barriers. The initial investment costs of alternative strategies vary between $11.6 and $23.8 bn, maximally. We show that a hybrid solution, combining protection of critical infrastructure and resilience measures that can be upgraded over time, is less expensive. However, with increasing risk in the future, storm surge barriers may become cost-effective, as they can provide protection to the largest areas in both New York and New Jersey.

Cost estimates for flood resilience and protection strategies in New York City.

Monocular enucleation (ME) drastically affects the contralateral visual cortex, where plasticity phenomena drive specific adaptations to compensate for the unilateral loss of vision. In adult mice, complete reactivation of deprived visual cortex involves an early visually driven recovery followed by multimodal plasticity 3 to 7 weeks post ME (Van Brussel et al. [2011] Cereb. Cortex 21:2133-2146). Here, we specifically investigated the age dependence of the onset and the exact timing of both ME-induced reactivation processes by comparing cortical activity patterns of mice enucleated at postnatal day (P) 45, 90, or 120. A swifter open-eye potentiated reactivation characterized the binocular visual cortex of P45 mice. Nevertheless, even after 7 weeks, the reactivation remained incomplete, especially in the monocular cortex medial to V1. In comparison with P45, emergent cross-modal participation was demonstrated in P90 animals, although robust reactivation similar to enucleated adults (P120) was not achieved yet. Concomitantly, at 7 weeks post ME, somatosensory and auditory cortex shifted from a hypoactive state in P45 to hyperactivity in P120. Thus, we provide evidence for a presensitive period in which gradual recruitment of cross-modal recovery upon long-term ME coincides with the transition from adolescence to adulthood in mice.

The cross-modal aspect of mouse visual cortex plasticity induced by monocular enucleation is age dependent.

A central tool in risk management is the exceedance-probability loss (EPL) curve, which denotes the probabilities of damages being exceeded or equalled. These curves are used for a number of purposes, including the calculation of the expected annual damage (EAD), a common indicator for risk. The model calculations that are used to create such a curve contain uncertainties that accumulate in the end result. As a result, EPL curves and EAD calculations are also surrounded by uncertainties. Knowledge of the magnitude and source of these uncertainties helps to improve assessments and leads to better informed decisions. This study, therefore, performs uncertainty and sensitivity analyses for a dike-ring area in the Netherlands, on the south bank of the river Meuse. In this study, a Monte Carlo framework is used that combines hydraulic boundary conditions, a breach growth model, an inundation model, and a damage model. It encompasses the modelling of thirteen potential breach locations and uncertainties related to probability, duration of the flood wave, height of the flood wave, erodibility of the embankment, damage curves, and the value of assets at risk. The assessment includes uncertainty and sensitivity of risk estimates for each individual location, as well as the dike-ring area as a whole. The results show that for the dike ring in question, EAD estimates exhibit a 90% percentile range from about 8 times lower than the median, up to 4.5 times higher than the median. This level of uncertainty can mainly be attributed to uncertainty in depth-damage curves, uncertainty in the probability of a flood event and the duration of the flood wave. There are considerable differences between breach locations, both in the magnitude of the uncertainty, and in its source. This indicates that local characteristics have a considerable impact on uncertainty and sensitivity of flood damage and risk calculations.

Uncertainty and sensitivity of flood risk calculations for a dike ring in the south of the Netherlands.

Climate adaptation. Evaluating flood resilience strategies for coastal megacities.

Matrix metalloproteinases (MMPs) are Zn(2+)-dependent endopeptidases considered to be essential for normal brain development and neuroplasticity by modulating extracellular matrix proteins, receptors, adhesion molecules, growth factors and cytoskeletal proteins. Specifically, MMP-3 has recently been implicated in synaptic plasticity, hippocampus-dependent learning and neuronal development and migration in the cerebellum. However, the function(s) of this enzyme in the neocortex is understudied. Therefore, we explored the phenotypical characteristics of the neuronal architecture and the capacity for experience-dependent cortical plasticity in the visual cortex of adult MMP-3-deficient (MMP-3(-/-)) mice. Golgi-Cox stainings revealed a significant reduction in apical dendritic length and an increased number of apical obliques for layer V pyramidal neurons in the visual cortex of adult MMP-3(-/-) mice compared to wild-type (WT) animals. In addition, a significant upregulation of both phosphorylated and non-phosphorylated neurofilament protein (NF)-high, phosphorylated NF-medium, NF-low and α-internexin was detected in the visual cortex of MMP-3(-/-) mice. To assess the effect of MMP-3 deficiency on cortical plasticity, we monocularly enucleated adult MMP-3(-/-) mice and analyzed the reactivation of the contralateral visual cortex 7 weeks post-enucleation. In contrast to previous results in C57Bl/6J adult mice, activity remained confined to the binocular zone and did not expand into the monocular regions indicative for an aberrant open-eye potentiation. Permanent hypoactivity in the monocular cortex lateral and medial to V1 also indicated a lack of cross-modal plasticity. These observations demonstrate that genetic inactivation of MMP-3 has profound effects on the structural integrity and plasticity response of the visual cortex of adult mice.
